Jester sat quiet for a moment, and a great big grin spread across his face. "Oh? You wanna inoculate everyone against form shifting in universes? I coooooooooooooooooooooould do something like that."
Something struck the airship, a large black metal clockwork spider peered in through one of the windows, opened a door, and stepped in. It was about the size of a person, and most horrifying of all... it had 8 legs.
"Sorry about the Airship, but this little puppy may have something..." Jester smiled, the abdomen opened up revealing intricate clockwork bracelets, and several vials of what appeared to be a inky green substance.
"Bracelet or potion, their choice, these will... well... corrupt your minions "data" so they don't switch form at all. Think of them like armbands but only better. Would this be what you are looking for?"

Aulstyne: All of them hand-picked for their use of Morse code and other various non-vocal audio communications to command both Pokemon and communicate with one another on the battlefield. They are stern, and thus are excellent at the use of firearms should the opponent be using lethal force in turn - however, they make horrible combined arms candidates, due to them not communicating with other operators properly. That's where we have the arbiters.

Aulstyne: Knowledgeable in linguistics and cultural turns of phrase, the arbiters are trained specifically to allow proper communication across any barrier - language, racial, distance, et cetera. They are also trained in basic hand-to-hand combat and are given Pokemon known for communicative dispositions. Honchcrow and Chatot are popular, earning them the nicknames of the "Flying Squadron". Not precisely what the term was originally used for, but I suppose that's part of the joke.
