That's what I would assume. And I would agree entirely, I highly doubt this Izaya person's done with making Every do their "favors", the next one will likely be even more dangerous. I suspect he has his own agenda independent of Mobius going on since he didn't show up with a bunch of dudes from what I can tell, since Shadow Pokémon don't seem to be their thing, but I don't know what exactly.
