As far as I know, its the same as writing a book—you submit it to a publisher, they have an editor review it and if they like it, it gets printed.
Be sure to REALLY read the terms and conditions though, because some OEL publishers have it set up so that they own your work if they publish it (I think Tokyopop used to be very controversial due to this). Also, don't expect your work to become very popular.

Thanks for the heads up on the fine print, that's my worst case scenario.
As for popularity, I'm doing it for the art.

I've been mulling over ways of publishing my works, Comic Book or Novel have been my main targets but I came across this while reading the trope page for Scott Pilgrim and was wondering what the process and practicality of this might be.
