I'd say it's more like Jenga, because when you fuck up everything falls apart and it's your fault (Even if other people contributed to the problem) meanwhile, one side doesn't even want to touch the tower even though it's blatantly obvious it's going to fall unless someone does something ninja.

Change it to "...one side wants to make sure the other side doesn't make things better for fear they'll end up getting credit for fixing it," and I think you're there.
