Still pricey (something like $4.50 a pack, if you're lucky).
Pyramid Cigarettes is what comes to mind when someone wants something cheap, but I have no clue as to if they taste decent or not.

Not sure if I can help pick a brand, but shopping at Gas stations will save you a heap of money over buying from a grocery store.
Drug stores tend to be ok in the price range for some reason, though.

Pall Malls. They're usually cheap and remarkably full flavored. I've smoked them for years. My dad did the same, back when he smoked. Most people don't like them because they're strong, but if your dad is a committed 3 pack a day man I doubt he'd object.
