@Faramir: Honestly, having your input and listening to your reactions to things that happen is one of the main reasons why I play this RP. That being said, you pose a good argument, though it sounds like something best left to discussion between your characters.
I must note something about David and Goliath. Basically, if you want to analyse why I am telling you this, it is to subconsciously prove to you, and me, that I am not as dumb as I might seem, having not written anything in the last while. Please bear with me.
Goliath is always thought to be a brute, I believe, and one who was too full of hubris to see anyone winning a one-on-one against him. However, the text suggests that he knew he might be beaten, and wanted to avoid a war, which he knew was so extremely destructive and such a waste of lives. So he proposed scaling it down from a full war to just a duel. Another point, is that the sling that David carried, it actually was considered a very good weapon, but very very few people could make such a shot as he did, with all the protection Goliath wore. David, who has used it many times to protect his herd from predators, was an excellent shot, and presumably made it with one stone. However, he may have used more than one, and the text just dropped that fact.
But everyone said the same for America vs. Vietnam and guess the outcome for that? Or when America and Britain went into Iraq and it turned out to be a disaster. Or the fact that they still haven't stopped the Taliban despite spending a decade in Afghanistan.

By the way, would we happen to have a reasonably comprehensive list of known "nerfs" to Wizard spells, items, and creatures? I recall some being mentioned earlier in the RP, but I can't remember any of it except that Apparition is restricted in some way and there was something to do with memory charms that was brought up back when Charmdrummer was having his identity crisis or whatever that was. Oh, and the Time-Turners being blown to kingdom come and Dementors going extinct, but that's pretty much part of the backstory at this point.

GM of AGOG S4: Frontiers RP; Sub-GM of TABA, SOTR, & UUA RPsTransfiguration has much less wiggle room than it seemed to in the books, or at least less wiggle room than people commonly speculate(we don't see THAT much abuse of transfiguration, when you think about it), apparition to places where you haven't been requires photographic imagery for you to go to a place—and you will appear where the camera would have been, assuming no zoom. So you have to zoom in a lot if you want to use sattelite images, but you CAN use them. Also, apparition requires accuracy, suddenly painting the walls green would make someone unable to apparate there because last they checked the walls were not green. This is important because Muggles have these things called projectors(even if they haven't used them yet) which can theoretically change the colours of the entire room with ease.
Magic's effect on technology wavers depending on the technology, the magic's strength, and the plot relevance(Sabre wouldn't let me use colour-changing charms to screw with cellphone towers), a huge amount of halfblood and muggleborns shoved into the society over the last few years has made Britain's population of wizards a healthy(ish?) and slightly more modern 150,000; and magical population over the entire planet is about (this was the biggest estimate I could get without cheating)17 million, which is REALLY SMALL when you think of it being spread over all of the globe, plenty of them in places like rural China or villages in the middle of India or Uganda or something(we have no data that implies lower or higher concentrations of wizards in different parts of the world). Plus most of the magical population is above 60 years old or so, if my numbers add up.
The killing curse has been clarified to be very hard to pull off, while Patronus charms have become closer to standard in terms of on-the-go communication. Transfigurating animals or turning things into animals, or turning people into animals, have all also been made out to be harder, and you need a working knowledge of that animal's biology.
I can think of a few more, give me time...

@Tricksen: but Wizards are not united. There is no one war, there are 100+ Civil wars being fought as each country tries to figure out WTF to do now that magic is a thing.

Note on Apparition: Though this whole thing did allow for a nice loophole. If you have some sort of portable room(say, a box you can enlarge, or curtains around a ring that you can hang somewhere) you can apparate there, even if the actual movable room has been... Moved. Meaning you could trick someone into apparating somewhere, along with being able to allow someone to apparate somewhere they've never been to, by putting that room there, because they've been inside the room.

Cal would most likely be sitting in his apartment reading a newspaper or book or doing something else incredibly mundane, unless you'd like him to have been already called in or briefed... in which case, he would probably still be sitting around reading while he waits, just in a different locale.
Also, just as a heads up, I'm having some computer troubles, though ideally I'll be able to fix that soon.

This is not America VS Soviet Union, this is America vs The Netherlands, or America vs Chile. It is NOT in ANY WAY an even ground, especially when Wizards aren't taking advantage of ALL of their superpowers like they should be doing. Looking for a fight with Muggles is like David being a douchebag, and pissing off not only Goliath but all 200 of his buff overpowered family members, who will be pissed off when he kills Goliath. It is not brave, it is just unwise.
