The most obvious solution to using these characters as summons despite making no sense is you meet them during the course of the game and use the plot to explain why they're helping you.

Write-up:
When a midboss character with no dialogue is introduced, with few hints as to their personality, the general trend is to interpret them as sweet and adorable girls who are best friends with the character whom they share a stage with. Daiyousei in particular, the unnamed bigger-than-normal fairy, is one of two midbosses from Embodiment of Scarlet Devil with no name or profile whatsoever, and so her fate was inevitable.

Even when ZUN himself declared that Daiyousei, like other fairies, is mischievous and none too smart, it was too late to make any sort of impact. Not just because fandom fills in moe wherever it sees a suitable gap. What really made the green-haired, unnamed fairy into an intelligent, shy and friendly being, was the fact that she shares a stage with Cirno. She has to be the perfect foil. That is her fate.

And in the end, there are worse fates to have, aren't there?

I hope you're enjoying your time playing with Cirno, Daiyousei, you unimaginatively-named, kind and intelligent deviation of fairykind.

That's what I was going for with my idea, too. Both the idea of having Flandre show up as a summon (screw the other two), and the idea of having Wriggle's bugs turn into a replica using an item, which you would have to get from the character in question.

See, the problem with all of those is that they're too specific. Atomos is all MONSTROUS VACCUUM CLEANER and Alexander is all HOLY NUKE, but Bahamut is just unadultered CHAAAAARGE... KA-BOOOM!

For a nameless midboss, Daiyousei has nice wings. Seriously.

I like to think that Daiyousei is calm and sensible. She is at least smarter than the average fairy.

Since she throws kunais, she is clearly a steel fairy.

Also, how the heck did we get to Touhou FF summons? I think it was Cirno RPG?

Cirno RPG. Because Faw said that Flandre Okuu was Bahamut and then Remilia was Odin and then it all fell to pieces.

I like to think that we collectively have thread derailment as a hidden talent.

I think Daiyousei's a water fairy, because she lives in a lake.

Daiyousei is stupid. Like, super stupid. She is a Daiyousei after all, which means she's more yousei than most. She loathes humans and also Cirno, which is why she has bullets that look kinda like Cirno's if you squint. That doesn't make much sense, but she's stupid, as previously established.

That's my interpretation. It's as well established as any.

Cirno is already the water fairy. It's just ice instead because people keep underestimating the destructive potential of water. And because she doesn't want to be the healer... Well, she could also be a knight with offensive and healing water powers, but making her a frog would just be weird... Wait, I'm thinking in RPG terms again.

As for Daiyousei... I think she plays an important role in making Cirno who she is. She loves and greatly respects her little friend (because of an event that I'm sure has nothing to do with miasma or giant blocks of ice or anything). And Cirno isn't just hot blood and arrogance. She gets down sometimes, too, and wonders if she's really getting any stronger, if it's worth trying to keep fighting and if she should just stay as a normal fairy and live a simple life of derping around with not a care in the world...

That's when Daiyousei assures her that she's the strongest person she's ever seen, and so smart, and so kind, and she looks up to her so much, and in fact everyone looks up to her, and... ... In the end, Cirno gives in, and whatever mistake she might have made that got her down is sure to have been forgotten in favor of a newfound conviction in being the Strongest.

... Kinda reminds me of this thing.(Warning: Several minutes of Nichijou.)

...Any other explanations why she fights Cirno in Fairy Wars?

They're fairies. In Touhou. Randomly shooting at one another is what they do.

Usually they're much better at being perfectly coordinated and shooting you in tag-team action timed somewhat to the music of the stage. They'd probably be quite skilled in stage musicals.
