I don't think it's a cop-out at all. Ginyu's incredibly lucky to even get this far, and even if this gets resolved they could use it to teach Bra a lesson without eliminating her.
If Ginyu was going to take over Vegetto, it shouldn't be like this. That would be ridiculous.
I don't think its a cop-out either but I'd understand why some would feel it was. It's less about plausibility and more about this being a plot that didn't have to end so early for some readers.
Like, I agree Ginyu body-snatching Vegetto would be an idiot plot.
But I also think him not doing it would make all this pointless.

The expected outcome and makes sense. It required Vegito to be an idiot to get his body taken. Like I said Ginyu taking Bras body wouldn't be a smart plan. He would have been better off stealing a grunts body.

It actually wasn't a bad plan.
Only two people at the whole tournament notices, and only because they'd seen it before (though I assume that main universe Gohan, Goku and Vegeta caught it as well for the same reasons).

It was a terrible plan. He assumed they would be fine him replacing her and decided underestimated one of the few people stronger then his current body at the time. He should have wagered that any universe with living Saiyans probably had a confrontation with Frezia and obviously a version of him. He should have just laid low for a while and went after someone powerful, but lacks allies.

I'm very glad that Vegetto isn't being an idiot here and had a good plan for this. It also means that Ginyu-Cold could still be conscious, and could still potentially do something. Staying in the room does not seem safe.
