Sparks have themes sure, but pulling things out of their asses tends to be their modus operandi, and I just don't see how a programmed system could have the flexibility needed to do a player-controlled spark justice. It would work quite well in a tabletop setting, I think, but not a videogame.
If I was to do a GG videogame, the player would be controlling a high-ranked minion or otherwise badass-non-sparky individual, someone like Moloch, or maybe Wooster, as they try to deal with the NPC sparks, managing and/or manipulating their personalities in order to survive. The player would be able to use preexisting sparky tech, certainly, maybe even build some fairly impressive devices with a crafting system, but the only new things would be coming from the pre-scripted spark NP Cs, based on triggers, scripted events or procedurally based on some sort of tech tree and AI.
Hm. Though full disclosure, my head canon for a while now has been that sparks are actually warping the laws of physics when they go to the madness place. They don't discover a way to eg: magnetize molten metal, they force the universe to adjust itself until such a thing is possible, after which it is. If one believes that the GG universe actually does operate on a fixed set of physics, a videogame might be more feasible to program.
There actually is a GG video game, The Rats of Mechanicsburg. You play Krosp driving a bipedal clank and killing mechanical mice. It got released in some formats, but then development evidently stalled- there are people on its Kickstarter page complaining about not getting their pledged extras.

I think a sparky crafting system could totally work - you could have a "normal" crafting system for crafting basic items - but could also switch to "madness place" crafting, where for a limited time you have creative ideas to use ingredients for special purposes; so if you're lucky you can get the effect you needed that wasn't available with your basic ingredients. Sometimes the effects can be hidden (you think adding that is a good idea but don't know why), and the limited time mechanic should encourage you to try to jam a bunch of extra effects in there, ending up with a device (often a weapon or clank or turret) that ends up not exactly doing what you wanted.
A mechanic that could work with that is that certain additions could be flagged as "exciting", which would increase your "madness place" gauge, allowing you to stay in that mode a bit longer.
