Hmmm... my theory is that the golden "bzzzzt" in panel 2 is an attempted emergency grow/evacuate and Doc interrupted it. That's why the tiny spy is larger than we first thought, but still fist sized.
Also, I love Gordito's face in the final panel. His anger just amuses me so much. (I'd also like to see Gordito partner with Jenkins for an adventure, he might be the son the latter never had.)
I wonder if Gordito or Judy ever mentioned to the Doc that one of the contractors who rebuilt his office was actually a spy.
Sorry, Doc, the dolphins got him for you. But Bearclaw was and Tiny Spy dude is clearly working for someone else, unless Bearclaw is sending radio transmissions posthumously.

Or if Bearclaw was working for a shadow traitor within the gov, he was an unwitting pawn.
Bearclaw may not have been working with whoever Victor is? (Victor's the tiny spy's name, right?)
It would just mean Victor was a double agent, or was never under the pretense of being a government spy to anyone but Gordito and Judy (and maybe the other construction workers?) in the first place.
