Which would explain him doing that nutso thing after being KO'd by Radical.

And this is Doc checking on him. It's confirmed that King Radical is trying to activate the portal, which appears to be driven by "radicalness", for lack of a better word. What he's doing it for, though, is as yet unknown.

Well, we know King Radical is making Cumberland more radical by creating cool businesses and driving uncool ones out of town. My guess is that the portal activity is causing "radical energy" to bleed out and infect the city now.
