Unlike Superman IV, where the various countries handed their nukes over to Superman willingly, Supergirl instead forcefully took all the nuclear weapons, which will likely make the situation worse between both countries. Furthermore, any other country with nuclear weapons (such as China, France, or Russia) would likely put massive pressure on the United States to do something about Supergirl, since obviously none of those countries have any way to stop her from doing the same thing to them.
