Carlito constantly lies, cheats and steals to get some advantage either for himself or for the Bole-Bole Party. He's also responsible for seducing Laura, separating her from her family.
It's worth noting that the most famous trick he does to change the citizens' votes in Bole-Bole's favour was making it seem like the city's patron saint said "Bole-Bole" and cried blood. Also that he easily gains the trust of the hypocritical church ladies in town.
