The real reason Love Dies was exiled
A paradise, by definition, must satisfy everyone in it. For most people, that's simple: a bountiful garden where nobody can get hurt and peace reigns.

But Love Dies wants the opposite. She likes crime, as much as any fundamentally good person can. It creates mystique. It gives her something meaningful to do. It gives her purpose, in a world where so many are going crazy because they have no purpose. Her idea of paradise would not be anyone else's.

So she had to go.

This also explains why the Council went easy on her but executed Romeo for doing the same thing. They don't need her neutralized, they just have to make their task possible. They thought filtering out all the anarchic elements of their society would do that...but, like the Alliance, they learned that anarchy is rooted in everybody, not just one investigation freak.
