He's a contact of Trouble, also known as Enrico Pucci, who can extract memory disks. I.M.P. is being killed by the Soul Lathe to extract their memories of the Vault's defenses, so they could be saved by Trouble being brought in to use White Snake to extract their memories without killing them.- Turns out, yes, but Stolas hired La Squadra instead to protect Octavia, they just saved I.M.P. to settle their debt.
