The events from the "interview" will still happen but Goh will obviously reject Chloe's apologies.
With this, she will board back into the train and be killed by Ogami, basically rendering her journey All for Nothing. Goh will have a Heel Realization and see that he was a Unwitting Pawn from the Unsub and decides to defeat him. Grace will be the role of "Gerda" instead of Chloe.
Ironically, Grace's treatment in the Blossomverse is in a position to sympathies with and help Goh more than Chloe does. The Interview will happen, but it will relate to Goh in some way.
Whether he's the one being interviewed to reveal what happened prior to Chloe entering the Train, or even being the one who executes the damning interview himself, Goh will have a greater role to play in the interview that shattered everyone's expectation of Chloe in the original trilogy, and it would be the perfect revenge against the girl who slandered him and indirectly led to him being in such a bad spot that the Train would take him. Chloe will not return to the Infinity Train
She already completed her trip a while ago, and the main lesson she had to learn along the way was to learn to let go and live her life in the Pokemon World. Regardless of whether she got the same message or not, returning to the train would fly in the face of everything she learned, and would only give people reason to believe she hadn't changed.
