Specifically, it's to try and scupper Badan's plans. It seems Badan's aim is to get all the Rider's defeated and take their Lock Seeds, So Shotaro, in case he's defeated, is using Joker so they can't get W's Lock Seed.

The first few minutes have been leaked which, in a flashforward, show Kabuto defeating Stronger, Skyrider defeating Kabuto, Fourze (in Rocket States) defeating Skyrider, J (in Jumbo Formation) defeating Fourze, and then Kota henshins into Gaim and fights J using Suika arms. Assuming the logical progression , Gaim will presumably defeat J, so that's 6 Riders out and turned into Lock Seeds. We also know that Joker and Baron will fight Black and RX, and regardless of what happens to Baron, Ryugen and Zangetsu, Joker probably defeats RX. I reckon, either before or after this climatic scene leading to Gaim fighting J, Super-1, Shin, ZO, Kuuga, Agito, Ryuki, Blade, Hibiki and Den-O will have been defeated. Then, as we've seen some evidence of picture wise, Rider 1, 2, V3, Riderman, X, Amazon and Black will go up against, Gaim, Wizard, OOO, Joker, Decade, Kiva and Faiz. During this battle Fifteen will show up and defeat most of the Riders, leaving Gaim the last Rider
