- Might actually work, considering the prop phone messages. Who's to say the Doctor doesn't have a cell phone in addition to the one we usually see him use?
Detective Carver has diabetes.
He has some sort of health issue, that much is clear. This issue prompts him to inject himself with something, which this troper thinks is insulin. Miller points out how picky he is about what he eats, possibly because he's watching his blood sugar.
