I guess most likely the Merrick Institute or the Cheiron Group.- Jossed, Deviant conspiracies are meant to be designed by the Storyteller with input from the players. As a result, Deviant has no prebuilt conspiracies in the book. That said, there's nothing stopping the group from making the conspiracy Task Force: VALKYERIE or the Lucifuge.
