[[spoiler: Over episodes 6 and 7 he finds some people he adopts as a new family, is shown to deeply care for them and did things that he had no real ulterior motive for. He got the backgammon for Meghan, and risks his life getting more Oxygen tanks for the old man who was going to die anyway.
Episode 6 was really to show the Governor getting some of his humanity back, only for Episode 7 in true Walking Dead fashion to rip it apart. First he snaps when Martinez offers him power screaming "I don't want it!" The next morning he's still shaken up by it, whereas the Governor of season 3 could kill an entire squad of national guard and then keep himself perfectly in check when talking to his people an hour or two later.]]
Next came the bit after he sees that the current leader is too weak to keep people safe. His first response is to get his new family, including the brand new girlfriend they met in the new group, and try to get them as far away as possible. My personal interpretation is that he knew that if he stayed he couldn't stop himself from taking charge so he tried to put as much distance as he could. But of course, there's a Broken Bridge in the form of the only road out being blocked by walkers half buried in mud, so he had to go back. And then from there, we have episode 8 where he kidnaps Michonne and Hershel to use to try and force Rick out of the prison without killing anyone. Now season 3 governor would just launch an attack, but here he's actually trying to take the prison without killing anyone. He's trying to be different, trying not to repeat Woodbury, even though he's blackmailing Rick with Hershel and Michonne's lives to do so.
There's also the moment right before he kills Hershel, after Rick gives his speech about how they could put aside their differences, live in peace, and "You can come back" from the things you had to do. For that long moment the Governor just stands there and the gears are turning through his head, before he says "Liar" and almost decapitates Hershel in one strike. This is my own interpretation but I think he's honestly thinking Rick's offer over, before rejecting the notion that you can come back from all the things you've had to do.
