Not a Foregone Conclusion. This conditional modifier does not apply in several cases: most obviously, the election might not end before the game does and thus no one has won it (yet). Secondly, not all elections are for political positions, or are held by political bodies. If the Greendale Flower Club is holding an election that concludes during the game, the modifier will only apply if the winner is a politician (such as a retired city counselor).
