A brand new robotic cop — LEX — has been created to help clean up the mean-streets. Unfortunately, it seems to treat all crimes, no matter how minor, with extreme hostility and the Turtles are ready to end its rampage.

  • A Nazi by Any Other Name: Ignatz Mindbender speaks with a thick German accent, has strong opinions about "law and order" that goes into some weird Control Freak areas, angrily demands that people listen to him and creates a robotic cop that treats all crimes worthy of Police Brutality.
  • Artistic License – Law:
    • The Mayor's mother was arrested by LEX for tearing off the "do not remove" tag from her own mattress. Removing those tags is only illegal for people selling their mattresses, so she didn't commit a crime.
    • Mindbender has the Mayor arrested for wearing socks that don't match. It may be a crime against fashion, but it isn't illegal.
  • Control Freak: Mindbender has LEX arrest people for things that aren't even illegal (like wearing mismatching socks and tearing off one's own mattress tag) seemingly because he himself doesn't like them.
  • Felony Misdemeanor: After LEX manages to arrest all the criminals in the city, it starts arresting people for minor crimes from jaywalking, to having one's jacket unbuttoned, wearing asymmetrical socks, making wisecracks at his expense and tearing a tag from one's own mattress.
  • Sticky Fingers: To illustrate just how bad crime has gotten in New York, a gang of hoods jump Donatello in the library with the intent on stealing a biology textbook about Arctic Amoeba.
  • Well-Intentioned Extremist: Ignatz Mindbender seems to genuinely want LEX to work as a law enforcement robot. Its just that his programming doesn't seem to take into account proportionate use of force, like shooting lasers as warning shots for jaywalking.
