The next Councilmember to free is Skrach Uglogwee, an ogre from the Feldip Hills. As you'd know if you completed Big Chompy Bird Hunting (a requirement for this quest), the big staple of ogre cuisine is the Chompy Bird, a large avian native to the Feldips. But if you're going to free Skrach, you'll need to take it even further and catch a Jubbly Bird, a larger cousin to the Chompy and the closest thing there is to an ogre delicacy. To do this, you'll once more need Rantz's help, because Jubblies are harder to bait than Chompies. Instead of inflated toads dropped on the ground, they need tethered balloon toads to catch their attention.
Once you have attracted said attention and cooked the bird, though, all you need to do is return to Lumbridge, feed it to Skrach, and it's subquest complete.
