The player speaks to the Raptor, who tells them that Zemouregal and Vorkath have arrived, and the big fight is here. The player and the Raptor first have to destroy three places of power, which weaken Zemouregal; however, once they do so, Vorkath flies in and breathes fire over the fort, killing several of the guards and destroying a big chunk of the western half of the fort. After two phases of the fight, Vorkath abandons Zemouregal; one more phase later, the fight is over and Zemouregal is defeated, with the player taking him prisoner.
The player goes to look for their various staff: Siv reports that she was tracking Vorkath, but lost track of him after he flew off, while Sofia says that she'll handle the burial of the dead guards. The remaining live guards have imprisoned Zemouregal in a cell below the command centre. Otherwise, everyone else is fine, but shaken up. The player sends them all to the town hall, and reports back to the Raptor, who tells them that they need to repair the damaged part of the fort urgently. Bill lets them use his emergency stash of supplies, while Siv has the guards work on fixing the workshop.
The player fixes the wall and heads back to the town hall. King Roald and Queen Ellamaria have joined the group for the feast; everyone toasts the player's success and offers thankful words for how they've held everything together. After the feast, Aster asks the player to check on the Raptor, who points out that while Zemouregal is weakened, he won't be like that forever. As such, the player decides to go check on him and see what they can do about strengthening their protections.
The player goes to talk to Zemouregal... sort of. They remain silent while he monologues about how great he is and how they're doomed, but he stops himself just as he's about to give away Moia's plans. The player strengthens the cell with some necromantic wards and tells Zemouregal that they think the fort's quite safe from him, which makes him even angrier.
Cut to Zamorak's hideout. A forgotten warrior brings Moia the news of Zemouregal's failure; upon being told that Zemouregal surrendered, Moia is disdainful, but then reminds herself that with so few of the Mahjarrat left, they need to avoid any more deaths. She asks someone if they agree, and it's revealed that she's talking to Bilrach, who's somehow still alive. Quest complete!
