Someone is stealing electricity from Vermilion City, and Ash's Pikachu is the prime suspect.
Tropes:
- Didn't Think This Through: Team Rocket stole electricity in attempt to feed it to Morpeko, but they ended up using a car that ran on electricity, causing them use up the electricity they stole just getting back to their hideout.
- Failed a Spot Check: Though the eyewitness sketch of the culprit resembles Pikachu, the ears and tail are too short. Justified though, since Morpeko isn't native to Kanto.
- Mythology Gag: At the end of the episode, Pikachu is dubbed Detective Pikachu.
- Police Are Useless: Both averted and played very straight. Officer Jenny knows Ash and Pikachu would never do anything as bad as what they're accused of, but her fact-ignoring superior overrules her authority.
- "Shaggy Dog" Story: After everything Team Rocket went through to steal electricity for Morpeko, it turns out that Morpeko eats actual food, not electricity. The trio is so despondent that they willingly allow Pikachu to blast them off.
