The narrator explains that with the advent of solar power, mankind settled into three power blocks, each of which possess an orbital elevator that generates a massive amount of solar energy. The power blocks are the Union of Solar Energy and Free Nations (the Union), the Advance European Union (AEU), and the Human Reform League (HRL). The power blocks have all been in a state of cold war for years.
The leaders of the three power blocks discuss Celestial Being with their Cabinets and determine that the organization poses a threat to their nations.
Wang meets with Setsuna and Lockon and gives them their second mission. Allelujah and Tieria go to Earth, surprising Sergei with their Gundams' ability to safely enter the atmosphere.
The Gundam Meisters go to Ceylon to intervene in the ethnic conflict between the Sinhalese majority and the HRL-supported Tamil minority. The Meisters defeat the HRL soldiers, but when the Sinhalese militia attempts to finish off the retreating soldiers, Setsuna destroys them as well.
Setsuna decides to go back to base on his own. As soon as he crosses over into Union territory, he is attacked by a Flag piloted by Graham.
