A teenage girl is discovered to have been sexually abused when she is discovered under the Highline, leading to an investigation which uncovers a trail of corruption into New Jersey.

Tropes:

  • Amoral Attorney: County Prosecutor Bobby Masconi abuses his position to have young juvenile offenders sent to a Knollwood Detention Facility while he receives kickbacks as a result. He is also a partner in Perry Cannavaro's prostitution ring, and even abuses the girls himself.
  • Corrupt Bureaucrat: Judge Daniel Dolan has any girls who are convicted of juvenile offences sent to Knollwood Juvenile Facility, a prison where the incarcerated are severely mistreated. Due to being one of Cannavaro's prostitution clients, he is extorted into sentencing juvenile offenders to Knollwood.
  • Felony Misdemeanor: Claire gets sent to Knollwood Juvenile Facility, a notoriously abusive institution, for fraud. Masconi arranged this to cover up his own sexual misconduct.
  • Human Traffickers: Perry Cannavaro pimps out girls as young as twelve to the clientele of his clubs, having aligned himself with County Prosecutor Bobby Masconi and Judge Daniel Dolan.
  • Juvenile Hell: Knollwood Juvenile Facility mistreats the juvenile offenders in its care, and grants kickbacks to County Prosecutor Bobby Masconi for every new inmate received.
  • Private Profit Prison: Knollwood Juvenile Facility is a privately operated correctional facility which gives kickbacks to Bobby Masconi for every new inmate.
  • Sex Slave: Cannavaro forces young girls into prostitution at his clubs, having secretly aligned himself with Bobby Masconi so that the latter can both profit off of the racket, and use his connections to stifle investigation into the abuse.
