After going door to door getting people registered to vote, James Landy is found dead with the words FED written in his chest. Lupo and Bernard trace back his steps and find there are multiple suspects. Among other things, they discover that he was a member of a progressive activist group, but may have infiltrated it to expose its wrongdoing.
