They weren't experimenting on him, they were desperately trying to save his life. They didn't run away as soon is it got tough, they put up with his torments for years. They didn't abandon responsibility, they hid, but as soon as Kilgrave appeared in the news they came to try and help his victims.

During his monologue, the camera pans over to the door leading into the vault and Hogarth begins to walk toward it...only to stop and turn on the video camera that Jessica had set up and say, "Repeat that for the camera."
