Tsugumi has a vision of the sunset realm while in school while Ai returns to her hut. Ai tells her grandmother that her work went the same as always and her grandmother notes that Ai is feeling troubled as the spider watches from the rafters. While walking home, Tsugumi has another vision, this time of a man who committed suicide and Ai's next client and target. Tsugumi shows Hajime notes that she has made of her visions. Hajime brings out a magazine article on the suicide victim, Kirino, and Ryuzo Kusunoki, the mayor of a town called Matsunobe who Tsugumi also recognizes and thinks is up to something. Hajime asks one of his contacts about the situation and finds out that Kirino's daughter Saki is still alive and that some suspect Kusunaoki and his son of corruption. Saki tries to confront the mayor, saying she's willing to forgive him if he turns himself in, but the mayor's son shoves her away. Saki recalls the night her father died. She found an envelope full of photographs of the mayor, but Kirino took them with him and after his apparent suicide, the envelope was missing. Kusunoki showed up with his son Yoshiyuki at the funeral, but Saki drives them away, saying she knows about the photos. Yoshiyuki reacts by saying she has no right to level accusations at a man who is mourning for a friend. Saki went to the police, but could not get them to open a case without proof.

Saki returns home from the mayor's office to several angry notes taped to her door and gets Wanyuudo's straw doll from her room, but is interrupted by Hajime ringing the doorbell. Hajime asks for an interview, but Saki says that other reporters have just misrepresented her statements. Hajime says that Saki is being ignored because she has no proof and that Kusunoki's constituents see him as a genuinely good person. Saki tells Hajime that she is certain that Kusunoki is involved with organized crime and that her father wasn't suicidal. Hajime says that he'll try to corroborate Saki's story, but there are rules he has to follow in doing so. Saki says that those rules are only protecting a murderer. Hajime sees the straw doll in her pocket and asks if she contacted the Hell Girl. Hajime says that revenge solves nothing, but Saki tells him to mind his own business. The next day, Hajime interviews Yoshiyuki about Saki's accusations, but Yoshiyuki says that Saki is just making baseless accusation. Hajime tells Yoshiyuki that his own claims are just as baseless and that he will find the truth of the matter. Kusunoki comes in and agrees to let Hajime interview him. He tells Hajime how his grandmother's kindness inspired him to make policies to help the elderly. Originally, the town's nursing home was owned by people with ties to organized crime who were planning to bulldoze the place and build luxury housing there. Kusunoki got them to agree to let the nursing home stay in return for political concessions. Yoshiyuki says that Kirino found out and tried to blackmail Kusunoki to pay off his debts. Kusunoki says that Kirino needed the money to send his daughter to college and that one of his subordinates may have decided to kill Kirino, at which point Yoshiyuki looks uncomfortable. Hajime calls Saki and says that he got some information. Kusunoki tells Hajime that if he writes the article, the senior citizens in the nursing home could be left homeless Hajime also tells Saki to let go of her grudge against Kusunoki.

The next day, Yoshiyuki tries to bribe Saki to stop Hajime from reporting on Kusunoki. Hone Onna and Ichimoku Ren watch as Saki refuses and Yshiyuki tells her that she's being selfish for not considering the people who depend on Kusunoki's policies. Hajime tells Kusunoki that he won't write the article if Kusunoki apologizes to Saki. Yoshiyuki tries to make Hajime leave, but Hajime says that Saki's feelings are genuine while Yoshiyuki has his own agenda. Ren uses his eye to watch as Saki goes to the bank to get access to an account her father gave to her. Ren and Hone Onna sympathize with Kirino. That evening, Hajime calls Saki to say that he's going to bring Kusunoki to apologize, but Saki says it doesn't matter anymore, pulling the thread. Yoshiyuki runs out city hall and tells Hajime that Kusunoki has disappeared. On Ai's boat, Kusunoki asks if he can apologize to Saki, but Ai tells him that isn't possible. Kusunoki says that he thought he had no regrets, but still managed to die with one. A week later, Hajime and Tsugumi see a news report about Kusunoki's disappearance and Tsugumi says that Kusunoki deserved to be punished. Hajime tells her that it's not a good thing. Saki goes back to the nursing home, which has been closed and looks at the mark on her chest. A candle with Saki's name is lit.
