While Rush and Valens leave Philadelphia to find Rush's missing sister Christina, Jeffries gets a lead in the 1993 murder of Wanda Johnson, a 15-year-old girl who was shot to death and dumped in a seedy part of the city. He and team work on the case, hoping to fulfill the promise he made to her mother to find the killer.
