In a far-away place, a cloaked man approaches Emperor Charles vi Britannia, informing him that Clovis's remains had arrived. After quipping about how he had just been talking to Clovis, the Emperor declares that the "project" must proceed without delay.
At Ashford, Suzaku's arrival causes a stir among the student body, due to his having been suspected of Clovis's murder. Lelouch uses a secret gesture to beckon Suzaku to meet him on the roof, where the two old friends finally have a chance to catch up. Suzaku explains that he had someone arrange for him to attend school at Ashford Academy, much to his surprise.
As Euphemia, who helped Suzaku enroll at Ashford, examines paintings made by her late brother Clovis, Cornelia leads an assault on a Japanese resistance group while searching for Zero.
That evening, when Nunnally comes home, Lelouch offers her a special surprise: a reunion with Suzaku. The three continue to catch up with each other. C.C., who is staying with Lelouch in secret, questions him about Suzaku, but Lelouch assures her that he's a friend. Before Suzaku leaves, he worries that he and Lelouch should avoid each other, since it would endanger Lelouch's secret of being a Britannian royal.
Elsewhere, Jeremiah is released from prison by Cornelia's knight, Gilbert G.P. Gottfried. Even though the courts declared him not guilty, however, Jeremiah's reputation is in shambles for allowing Zero to escape. As such, he is demoted three ranks and is given the option of starting his military career over from scratch, or "cultivating an orange farm".
The next day, at school, Suzaku finds his locker vandalized. While trying to figure out how he could help Suzaku better get through school, Lelouch sees something startling: a cat had snuck into his house and now had his Zero helmet on its head!
Nunnally informs the student council that a cat had absconded with something important to Lelouch. While Lelouch continues to chase the cat, Milly announces a hunt for a cat with Lelouch's secret, offering a budget increase to the club that manages to capture it, as well as a kiss from a member of the student council. This also spurs Kallen to action, as she has no intention of getting her first kiss from some dumb contest.
Suzaku is also on the hunt for the cat, causing Lelouch to panic that he might discover the true identity of Zero. He corners the cat on a rooftop. Lelouch tries to climb after him but, being less athletically gifted than Suzaku, begins to slip. Suzaku catches him to keep him from falling. Thankfully, the cat shakes his helmet off, and Suzaku captures the cat, Lelouch's secret safe.
Thanks to Suzaku saving Lelouch, he gains the gratitude and acceptance of Lelouch's friends. Lelouch states plainly that Suzaku is his friend, and asks Milly to induct him into the student council, which Milly allows. Nunnally gives Lelouch and Suzaku a peck on the cheek, fulfilling the reward Milly promised, and the gang celebrate Suzaku's induction into the student council.
Afterwards, an assembly is held for an announcement from the Emperor regarding Clovis's death. In his speech, the Emperor declares "All Men Are Not Created Equal", declaring all people different, and that equality was the true evil of the world. It is differences, and the struggle to dominate, that is the source of Britannia's strength, and that strength would allow Britannia to stand on top.
All Hail Britannia.
