Suzaku is interrogated by Jeremiah, who claims to have evidence of his assassination of Prince Clovis: a pistol with his fingerprints. Suzaku professes his innocence, but he is battered for his troubles. Meanwhile, Nunnally is troubled by the news of Suzaku's arrest. Lelouch assures her that Suzaku could not have possibly killed Clovis. Elsewhere, Ohgi is called out by one of his subordinates, Tamaki, for not issuing a statement proclaiming the terrorists to be responsible for Clovis's death, making Ohgi doubt his leadership skills.

The following day, after a school assembly in response to Clovis's death, Kallen goes to Tokyo Tower, which had been made into a museum of the war between Japan and Britannia, with her fellow terrorists in tow. When she hears an announcement about her personal effects being found, she receives a phone from the front desk, and afterwards, a call from "Zero", instructing her to bring her friends onto a train.

On the train, "Zero" calls again, drawing Kallen's attention to the disparity between the Britannian settlement in Tokyo, a vast sprawling metropolis; and the Elevens' dilapidated ghetto. He then instructs her and the others to the front car of the train, where Zero, a disguised Lelouch, introduces himself. He tells Kallen and her comrades that mere terrorism would not be enough to win, and that their enemy was not people, but Britannia itself. Although Kallen and company are suspicious of the black-cloaked masked man before them, Zero promises to win their trust by doing the impossible.

While the Japanese Liberation Front debates whether to try to rescue Suzaku, Lloyd, depressed over the fact that the Lancelot's pilot was doomed to die, visits Suzaku in his prison cell, cautioning him that although he was getting a trial, it would be a sham. Suzaku decides that he has no regrets and that he would gladly accept his fate.

That evening, Suzaku is brought through the city on his way to his trial, the streets lined with patriotic Britannians condemning him for Clovis's death, all as part of a plan by Jeremiah, personally heading his motorcade, to dismantle the Honorary Britannian system and TV producer Diethard Ried's desire for ratings. The procession is halted by reports of a car coming through: Prince Clovis's personal vehicle.

The vehicle is, in fact, a duplicate that Zero had built for Kallen and Ohgi, the only two members of the terrorist group who came to attempt Suzaku's rescue.

The "personal transport" stops before Jeremiah's motorcade, and Zero reveals himself. Jeremiah has Zero surrounded by Knightmares, and in response, Zero unveils a "chemical weapon" like the one from Shinjuku. Jeremiah and the public panic, confirming Lelouch's suspicion that the green-haired woman's container was a guarded secret within the military.

As Diethard goes to personally film the standoff, Zero offers to relinquish the "weapon" in exchange for Suzaku. Jeremiah refuses, stating that Suzaku had murdered Prince Clovis. Zero fires back with the fact that Suzaku was innocent: it was, in fact, he, Zero, who murdered the Prince. He warns Jeremiah that he would reveal the secrets behind "Orange" if he dies, then uses his power on Jeremiah to compel him to release Suzaku and ensure their escape.

Under Zero's influence, Jeremiah releases Suzaku. Zero releases a smokescreen from the "weapon" and makes his escape as Jeremiah attacks Villetta and other Britannian soldiers in order to allow Suzaku to escape.

After they make their escape, Zero offers Suzaku a chance to join him in his war against the corrupt Britannia. Suzaku refuses, however: he disapproves of Zero's methods, including murdering Clovis and faking a chemical weapon attack. He is determined to change Britannia from within, and leaves to surrender himself to Britannia, so that other Japanese and Honorary Britannians wouldn't suffer.

As Nunnally learns from the news that Suzaku would likely be found innocent of Clovis's murder, the green-haired woman appears behind her...
