News reaches the Imperial Family that Emperor Charles has gone missing! This poses a serious problem for Britannia: they cannot declare war without His Majesty's approval, and news of his disappearance could embolden the Black Knights. Nonetheless, Suzaku finds some solace in the fact that, with the Emperor out of the picture, Nunnally is safe for the time being.

Back on the Ikaruga, Zero has managed to capture Princess Cornelia. As questions begin to be raised about the "secret mission" that some of the Black Knights had participated in, Todoh's subordinates question the wisdom of continuing to trust someone as secretive as Zero. All the while, in Area 11, when Suzaku goes to apologize to Kallen for threatening her with Refrain, she brutalizes him, and dares him to execute her for assaulting a Knight of the Round.

In the Chinese Federation, Zero announces to the leaders of the world, including the nations that once made up the Federations and others that splintered off following Britannia's conquest of the EU, his plan for defeating Britannia: a democratic union of countries, united by common goals and interests, a new superpower that he names the "United Federation of Nations", which gains the unanimous approval of all present. After the announcement, with the world leaders leaving to discuss joining the UFN among their own countrymen, Lelouch returns to the amnesiac C.C. with a pizza.

Back in Area 11, Suzaku talks with Anya. She reveals to him that she has no memories: even with her electronic diary, she can't remember any of the events she recorded. As Suzaku wonders if she had fallen under the Geass of the Emperor, they are confronted by Luciano Bradley, the Knight of Ten and the dreaded "Vampire of Britannia". Before they can come to blows over Luciano's taunting of Suzaku's beloved "Princess Massacre", Bismark Waldstein, the Knight of One, breaks up the fighting. He informs them that they are to meet up with Prince Schneizel's forces to engage the Black Knights once they make their move.

As Kallen and Nunnally continue to bond over their brothers, and Kallen wonders whether the true Lelouch is Zero or the kindly elder brother of Nunnally, Nina requests that, when Suzaku sorties, the Lancelot be equipped with the FLEIJA: since he was Euphemia's knight, there was none Nina would trust more with this new weapon than him. Suzaku is troubled over this, and worries if he can truly follow through on using the FLEIJA if the time came...

At last, the time has come to ratify the creation of the United Federation of Nations. Fourty-seven nations, including those from the former Chinese Federation, the former European Union, and the United States of Japan, join without hesitation. In a shocking decision, the nations unanimously decided to relinquish all military power to an independent organization, the Black Knights, who would not deploy without the unanimous approval of all member nations.

With that, the representative puts forward the very first resolution of the United Federation of Nations: the deployment of the Black Knights to liberate Japan from Britannia.

All member nations approve. With an overwhelming majority supporting the resolution, Zero vows to liberate Britannia.

Before they can deploy, however, Emperor Charles hijacks the broadcast of the UFN's foundation, to Zero's horror! Charles explains that all Zero has done was divide the world into two superpowers, and in the coming war, whoever won would gain total control over the world!

With Charles's reappearance, Lelouch is once again fearful for Nunnally's safety. With no other recourse, he calls Suzaku. He confesses to him that he has regained his memories as Zero, and begs for him to protect Nunnally. Although reluctant, Suzaku accepts Lelouch's request on one condition: he come to the Kururugi Shrine, alone.
