Anonymous: Gotham city at one point had to be the nation's #1 producer of gag accessories, playing cards, and circus equipment. It probably was one of the cities main industries. Because of this various carnivals had to be attracted to the city, found so much good business and decided to stay permanently. When crime waves and depression hit the city, they all just shut down. This is one of the only explanations I can think of for so many abandoned warehouses and carnivals with this specific theme.
