This isn't a continuity goof -- those extras are actual identical twins that Creator/TheWachowskis scouted out specifically to invoke the idea that within the simulation, its creator got lazy with creating distinct background models, copy-pasted several of them, and hoped people wouldn't notice. Considering the whole point of the scene is that you ''wouldn't'' notice (like Neo, you'll likely only pay real attention to [[DistractedByTheSexy the woman in the red dress]]), it's a very sneaky detail that helps add to the cyberpunk un-reality of the setting.
