When Itami points out that they were told there was a settlement in the forest that the flame dragon was attacking, everyone gets serious with the realization that they have to hunt for survivors.
Upon discovering Tuka is the sole survivor of the dragon attack, Itami says they'll classify her as a refugee and bring her along. He does the same for the evacuees from Coda village, like the orphaned children. He also deliberately doesn't radio in, looking to avoid orders to leave them behind.
