Headscratchers / Thief (1981)

• It's revealed in the third act that the police force is on the payroll of Leo, to the point that they act as his goons and serve as security at his house. But if that's the case, why were they bothering to shake down Frank for a cut of his portion of the bank heist? All of Frank's earnings from the heist come to him from Leo, so shouldn't they be getting their cut from Leo? And if they're Leo's goons, why are they chasing after Frank during the heist and trying to stop him from doing his job? Surely Leo wouldn't want that, and whether or not Frank pays them, presumably they'll be getting paid something by Leo after the job's success.
