Because, as the film demonstrates, their implants record the memories from other implants. Cutters are required to maintain confidentiality as an Industry Standard. One cutter sees someone's memories, records it, the next cutter sees the memories of the first, that's three sets of one person's memories. At that point confidentiality doesn't exist.
