  • In an earlier episode Janeway says she'll make it so that the Doctor could deactivate himself and prevent himself from being deactivated if he didn't want to be. Here, Jetrel deactivates him against his will.
    • Maybe programming it simply was complicated enough (most of his other modifications over the series are straight additions, and happen after the Doctor has become more familiar with, well, tinkering with his own code) that it hadn't been completed yet. After all, the EMH is a highly complex holoprogram, and they wouldn't want to accidentally make it so, for example, the Doctor deactivates at random times.
