** Well... yeah. That's how the Scooby gang generally get there, after all. They're just the first and/or most successful people to do it, so we don't see anyone else. Moreover, kinds of people who would go to a place specifically to check out such rumors are generally the kinds who believe in the sort of supernatural thing the villain is posing as (people who don't believe in supernatural things like ghosts and monsters wouldn't), and thus would be much more inclined to accept the villain's hoax as real and thus be scared away. The Scooby gang are an anomaly because they've made it their hobby to investigate these sorts of things even though they don't generally believe in the supernatural, and that's what gives them the advantage that helps them to succeed against the villains.

** It's rare in the original series for a villain to make up their spooky alter-ego from scratch. Most of them are emulating ghost stories that were already being circulated about the locations they "haunt", so it's not so much that a mysterious ghost pirate turns up abruptly as that ''reports'' of a ghost pirate start coming in with a somewhat greater frequency. That sort of thing, most potential snoopers with a reasonable level of skepticism would dismiss as one (mistaken or nuts) person's sighting of ''something'' enigmatic, followed by a rash of attention-seeking copycats.
