The Scooby gang are an anomaly because they've made it their hobby to investigate these sorts of things even though they don't generally believe in the supernatural, and that's what gives them the advantage that helps them to succeed against the villains.

** And in cases where a whole community clears out because of spooky events, lots of people who think it's just a load of hooey may still be forced to leave, due to the ones who ''do'' believe in the paranormal withdrawing from the local economy. Workers getting displaced by factories shutting down is sadly commonplace, whether or not the closure has anything to do with a Tar Monster wrecking the place.

** The perpetrators are just flexing their acting abilities, or maybe they find the gag fun and want to play along.
** In some cases it could also be that they're behaving a certain way as to not arouse suspicion. "Wait, it would make sense for a cave man to see this as some kind of accomplishment..." if he had just come out and started acting well-spoken, that would've given away that he's not a cave man.
