So... what exactly is up with RAT and CAT?

They were killed by their colleague and instead of tormenting him in his dreams they torment a poor innocent girl who had simply witnessed the whole thing and then go around claiming random victims. With RAT I could sorta understand since even as a human he wasn't exactly the nicest and most stable person around, but CAT seemed like a nice dude. Why would he do such things?
