**From what this troper recalls from the original novel - humanity was decimated by a nuclear war. Some survive off world but not nearly as many as you would expect. (And you're not allowed to travel off the planet unless you're in top physical and mental health - something that is also increasingly rare due to the radioactive dust that blankets the world.) The replicants were created as cheap labor to address the demand for menial jobs off world. The memory implants were to make the replicants feel human and thus less likely to want to destroy the humans they worked for. But the motives of the Tyrell corporation are supposed to be mysterious.
