Why was the Criminal so bent on transforming Joe Chill into the new Joker? While doing so would have indeed created a personal Joker for Batman, Joe Chill is suffering from Stage 4 cancer and ends up dying towards the end of the comic book, so why does the Criminal do so if he knows that Chill will no longer be around in a while?
IIRC it's stated that the toxin that creates Jokers will cure his illness, so as far as the Criminal is concerned Chill's death won't be a factor. Even if it doesn't, though, even the Comedian claims that the Criminal was neither in charge nor was as sane and stable as he presented himself as being.
