** The only scene they actually shared was in that one episode, and even then they didn't interact, naturally for the time his role in the scene was based around the KissingCousins plotline, even if he did meet her that day, well I for one can barely remember my school teachers, he can be forgiven for forgetting a one off meeting. It's also possible he didn't actually meet her, just noticed her acrosss the room and asked someone who said Buster was her Nurse.

In S1 E11, "[[Recap/ArrestedDevelopmentS1E11PublicRelations Public Relations]]," the publicist Jessie encourages Tobias get his medical license back, and Michael even covers the entire trip so that Tobias essentially has no reason not to go. He meets Carl Weathers on the shuttle to the airport, and decides to use all of his money to pay for an acting lesson instead of going to the hearing. Even when his entire path to success was completely laid out, with nothing standing in his way, Tobias still managed to mess it up due to his inability to grow up. ** Michael realizes that Oscar is in prison and not his father in the first episode of Season 3, and gets it rectified by having the courts place him under house arrest at the end of the episode. Suffice it to say that this likely means Oscar was freed, even though it isn't explicitly mentioned.

** Whether or not they could convince him is moot. The show is, ultimately, about people who ''can't'' grow up or move on, so asking if Tobias "could have been convinced" kind of goes against the whole point. As for the second part of the question, all doctors need to go to medical school so that they have at least a basic grasp of all sorts of medical knowledge. Tobias, as a psychiatrist, would have been prescribing his patients different prescription drugs, and thus would need to understand their effect on the body and how they would affect his patients in particular, so losing his medical license would mean he couldn't have continued his other practice to begin with. Also, it's likely there's a bit of a mix-up with the terms "psychiatrist" and "therapist" in the show, as they are similar but not quite the same.

To have the track made, with the stairs and company logo may have cost a bit, perhaps they didn't want to lose money on their investment. Besides, Michael is eventually hoping to restore the company to its former glory. If he succeeds, the stair car can once again be an asset to the Bluth's company operation, rather than having to commission a new one.

** What's more likely is that people outside the family already knew about GOB and that he was an only child at the time, whereas Michael was a newborn and it was easier to fabricate the "twins" lie with him. Of course, that still doesn't explain why people didn't notice the toddler being passed off as a newborn's twin...
