- Even with the Zerg's penchant towards thwarting humanity's efforts to stop the invasion of Earth in mind, many of the UPL's objectives not only become more detached from reality, but also come off as counterproductive. This reaches a nadir by Mission 11, involving a daring yet futile attempt to send out a distress signal to the stars using antiquated SETI equipment (complete with a diesel generator), which seems utterly wasteful given the circumstances. It's because it is. The UPL's leadership knows that they're in a Hopeless War, but instead of finding a proper solution, they opt to manage apparent oblivion through morale-boosting propaganda in the hopes of suppressing how desperate things have become.
- This is foreshadowed earlier in the campaign, with the UPL's Propaganda Machine doling out ambitious projects and timetables for rebuilding Earth once the Zerg cerebrate "August" is defeated...before there's really a workable plan, as UPL forces are pushed to their breaking point in holding back the Swarm. That even its more prominent commanders like Admiral Hayes start expressing nigh-treasonous doubt over such glorified PR is indicative of how the leadership's grip over situation is deteriorating by the day.
