Hank says he understood from the photograph why Tom Cutshaw would build a children's hospital. It's possible that he was trying to atone...but it's equally possible that Cutshaw is a pedophile. Which means that not only were his victims children, but they were children presumably seriously ill in a Mexican hospital.
