Part of Cold's failings is that he broke several of his old rules for the rogues. Perhaps if he'd kept to them, things wouldn't have gone so poorly.
It's always about the heist: While he did stay away from a plan to Take Over the World, he made it personal in his confrontations with Grodd.
No killing cops as it draws too much attention: His own anger and frustration at his old team lead to him shattering several officers in their getaway, making the feds far more willing to kill when they were hunting them down. Which would be the downfall of his sister and Bronze Tiger.
No Drugs, as it messes with alertness during the heist: His own impatience and anger meant he wasn't willing to wait for Mirror Master to get clean.
Bronze Tiger is an odd addition to the squad, since he wasn't a regular member of the Rogues in canon. However, there is a fun bit of trivia to his backstory: he was born to an Upper Middle class family in Central City. So while he may not have run in the same circles as Captain Cold normally, he might've been back in the area after he "retired", and was available for recruitment.
