When you get the Blacklist, you find that you have already recruited three of the people on it. In chapter three, you have to head to three locations and prevent Ignacy from killing one of your recruits. Apparently, those three are automatically recruited in case you make it that far without recruiting anyone else.
Zanetti fought very well for someone who'd had a heart attack a few years earlier. Then you'll remember that Quincy was his heart surgeon. It looks like Quincy's skill as a heart surgeon wasn't an Informed Ability after all.
