Sinclair Rutherford is a Seattle cop who gets recruited by Vince Capp to act the part of a Cowboy Cop on the team.
Terri Wells
Terri Wells is a no-nonsense boss of the team, reporting directly to Vince Capp.
Megan Sloan
Megan Sloan is a former police detective who suffered terrible wounds and burns and communicates through a specially-made helmet that picks up on the movements of her vocal cords.
Albert Mok
Albert Mok is the team's tech genius, who designs all the gear they use.
- Asian and Nerdy: While Albert's exact ethnicity is unknown, he's stated to be Asian at least once, and Rutherford even suspects he may be Korean at one point. His last name leads no clues as it is used in a variety of European and Asian cultures. He loves working with tech and designs the team's equipment. He sees himself as the team's Q.
Sherwood
Professor Sherwood is an apiarist who trains bees for use in forensics and apprehending suspects.
- Only One Name: As of book 2, he is the only member of the Authorities whose full name is unknown.
Max Warmenhoven
Max Warmenhoven is a retired Dutch spy who acts as the team's muscle.

Boris DeBeul, AKA the Inventor of Antwerp, is a former contract killer from Belgium. He has since been apprehended by the authorities and owns a stereo repair shop in LA while acting as an informant.

Vanessa Rutherford is Sinclair's older sister who is constantly on his case about his personal and professional life.

Claire Romero
Dr. Claire Romero is an employee of the CartFulls Corporation, specifically in the corporation's forensics lab in LA.
- All Girls Want Bad Boys: She's had a long history of dating bad boys, with all relationships ending poorly. So now she's determined to find a nice guy. Except in her heart she's still very much attracted to bad boys. From the moment she meets Rutherford, she is both drawn to him due to his public persona as a Cowboy Cop and strives to keep her distance due to her conscious decision not to fall for that type of guy again. When Terri finds out, she bursts out laughing because Rutherford is exactly the kind of guy Claire consciously wants to be with, but she doesn't know it because of his public persona. And he's contractually forbidden from telling her the truth. At the end of the second book, Terri arranges for Claire to see Rutherford's home, and she quickly figures out that he's not who he pretends to be. This way she gets the best of both worlds: she gets to be with a bad boy in public, while in private she's with a caring, stable guy.
